WHO WE ARE

Naya Pakistan Housing & Development Authority (NAPHDA) is a corporation established on 15 January 2020 through an Act of Parliament for the purpose of planning, development, construction and management of real estate development schemes and projects including housing. The Authority being the Developing Arm of the Government is pursuing multiple objectives in the realm of housing and infrastructure development on both profit and non-profit basis throughout the Country. The Authority will provide one window operation through a Facilitation Centre to all the investors / builders.

The Authority is functioning under the patronage of the Prime Minister of Pakistan and is placed in the Cabinet Division / Prime Minister’s Secretariat. The Policy Board presently comprising eleven members includes representation from both Government and Private Sector. The head office of the Authority is in Prime Minister’s Secretariat, Islamabad. The Regional Offices have been established at Islamabad, Lahore and Karachi, whereas Regional Offices at Peshawar, Quetta and Multan are being established. The Authority will carry out studies, surveys, technical researches and will interact with banks and financial institutions to obtain mortgage loans / financing for providing housing to low income segment at affordable cost. The Authority may also initiate schemes such as Real Estate Investment Trusts, bonds, sukuk and Term Finance Certificates etcetera for the purpose of subsidizing low-cost housing projects. Services of consultants for design, technical evaluation and monitoring will be optimally utilized. The Authority may outsource any of its activities including development works through any mode, including public private partnership.
